The direct answer
An air conditioner is undersized when its available cooling capacity is lower than the home's cooling load under local design conditions. It may run for long periods and still fail to maintain the intended indoor temperature. A home inspection can identify symptoms, but sizing normally requires an HVAC load calculation.
Long run time alone does not prove the unit is too small. The important question is whether the complete system can remove the home's heat while maintaining reasonable indoor conditions at the outdoor design conditions used for sizing.
Signs that may raise the question
An inspector may note that the house does not reach the thermostat setting, some rooms remain warm, the equipment appears small for the served area, or the system runs continuously in moderate weather while losing ground against the set point. Long cycles near local design conditions can be normal for properly sized equipment.
Those observations are clues, not a diagnosis. Similar symptoms can result from:
- dirty filters or indoor and outdoor coils;
- low airflow caused by duct restrictions or blower problems;
- refrigerant loss or improper charge;
- disconnected, leaking, or poorly insulated ducts;
- major air leakage or inadequate insulation;
- high solar gain through windows;
- a thermostat, control, or compressor problem.
Correcting one of those defects can restore capacity without changing the equipment size.
How proper sizing is confirmed
The U.S. Department of Energy's building guidance says heating and cooling loads should be calculated rather than estimated by a simple square-foot rule. ACCA identifies Manual J as an ANSI-recognized residential load-calculation standard and Manual S as ANSI/ACCA 3, its residential equipment-selection standard.
The Manual J calculation considers climate, orientation, insulation, windows, air leakage, internal heat, and ducts. Manual S then matches the calculated load against manufacturer performance data at local design conditions. The number printed on the outdoor unit is only one input.
ASHI's inspection standard calls for installed central cooling equipment to be inspected using normal operating controls. It also allows an inspector not to operate equipment when doing so may cause damage. The standard does not require an inspector to determine system adequacy or perform engineering calculations, so a report should distinguish observed performance from a confirmed sizing conclusion.
What the finding means for a homeowner
If the system cannot maintain comfort, first document outdoor temperature, thermostat setting, indoor temperature, run time, and which rooms are affected. An HVAC technician can check airflow, charge, equipment condition, and duct performance before completing a load calculation.
Replacing the unit based only on nominal tonnage can repeat the same problem. The useful result is a measured cause and a design-based equipment selection, not simply a larger model.
